I think it’s safe to say that the 2009 Fire-Rescue International show, despite the dwindling economy, has been a huge success. The amount of apparatus on display, as well as all the equipment, equalled, if not exceeded, the amount displayed in past years.
For the most part, there weren’t any big announcements from the apparatus manufacturers, but that fit well with the theme of this year’s show, which was “Leadership for Tough Times.” Departments are having to do more with less manpower, and the apparatus reflected that need."

The authority for FSC is derived from the American Recovery and Reinvestment Act (ARRA) of 2009 (Public Law 111-5). Congress appropriated a total of $210 million for this Fiscal Year (FY) 2009 program."

While JLG reported in a May 22 letter to the Pennsylvania Department of Labor that as many as 208 workers could be affected, JLG spokesman Ann Stawski said this morning that the number would be lower,
She said the layoffs - effective July 28 - are considered permanent, although affected employees will have recall rights for 12 months.
JLG laid off 100 nonproduction employees in January, the company’s fourth workforce reduction in six months. JLG manufactures aerial work platforms, telehandlers, stock pickers and personal portable lifts."

Obama administration targets AFG cuts, SAFER increases for 2010: "On Thursday, May 7th, the White House released the appendix for the Administration's Fiscal Year 2010 budget proposal, detailing requested funding levels for programs and offices in the federal budget. The Administration initially released a blueprint of the $3.6 trillion budget in February, giving a snapshot of the President's spending plan.
The Administration has proposed funding the Staffing for Adequate Fire and Emergency Response (SAFER) program at double the level it was funded in FY2009, increasing funding to $420 million for this crucial program. The United States Fire Administration (USFA) also receives a modest increase of approximately $600,000. The State Homeland Security Grant Program receives the same level of funding as FY2009 ($950 million) and the Urban Area Security Initiative (UASI) receives a $50 million increase.
Unfortunately the Administration proposes funding the popular FIRE grant program at only $170 million - a cut of nearly 70% from Fiscal Year 2009. The program, which received $3.2 billion in requests in Fiscal Year 2008, provides funding for critical equipment, training, and apparatus directly to local fire departments. The program also provides grants for fire prevention and safety programs and firefighter health and safety research.
While the Administration's budget proposal is meant to serve as a guideline for federal spending, Congress will ultimately determine funding levels for these programs. The House and Senate Appropriations Committees have begun work on crafting Fiscal Year 2010 spending bills. CFSI has reached out to members of Congress regarding the budget proposal and will continue to provide updates as the appropriations process moves forward."

The bill now goes to the Senate.
Lawmakers in both parties have long complained that the Forest Service and other federal agencies routinely overspend their budgets for wildfires, figuring that additional money will be provided if needed. The Forest Service and Interior Department spent about $2.4 billion last year fighting fires, a $500 million increase over the previous year and double the average amount spent a decade ago.
Lawmakers hope a reserve fund will make it less likely the agencies will have to dip into other parts of their budgets that are dear to Congress members to fight fires. Spurred by global warming and drought, wildfire seasons have grown longer and more intense by the year, experts say. Fighting the fires is complicated by an increase in small trees and underbrush that serve as fuel for catastrophic blazes, and lawmakers said the money budgeted by the Forest Service to thin forests and clear underbrush is inadequate.
